- EXPERIENCE: Minimum of three years of progressively responsible experience in accounting, budget and fiscal procedures and associated IT software programs, program management, and administration is required.

- JOB KNOWLEDGE: Working knowledge of basic budgetary and fiscal procedures. Knowledge of basic financial regulations, requirements, and procedures.

- A bachelor’s degree in Business Administration, Economics, Financial Management, Accounting, Organizational Management or local equivalent is required.

- Able to read and understand regulatory documents and apply them to work. Able to understand basic administrative and financial processes. Identifies new ideas and innovations and designs. Ability to execute budgets in a dynamic environment where changes are frequent, and decisions are required under tight time pressures. Ability to understand and collaborate on budget forecasts, budget justifications, and budget execution. Ability to efficiently organize and execute work. Must be able make clear and convincing written or oral presentations. Writes in a clear, concise, organized, and convincing manner for the intended audience. Excellent command of applicable software applications (Microsoft Excel, Word, SharePoint, Skype e.g.). Ability to multitask and to organize and coordinate activities. Ability to manage time effectively to meet goals and objectives.


- Unique Conditions of Work Allowance: 7% of Annual basic salary (subject to review every two years)

- Miscellaneous Benefits Allowance: US$1,000 per annum for FSN-09 and below, and US$3,000 per annum for FSN-10 and above

- Tet Bonus - one-month basic salary

- Annual leave: 120 hours per year and the annual leave hours will increase every five years of creditable service according to local labor law

-Preclearance is a premium service offered by USDA Animal and Plant Health Inspection Service (APHIS) and supports the expedited entry of over US $110 million worth of fresh fruit commodities from six countries in the Asia and Oceania Region into the United States. This position is essential to maintain regional trade and smooth operations by managing all regional operational budgets and supporting program operations and logistics. The position serves as the principal administrative and budget resource for APHIS preclearance operations in Asia and Oceania Region. Responsible for the full range of budgeting/financial functions (e.g., the formulation, execution, and maintenance of complex budgets) across multiple APHIS preclearance programs in approximately 6 countries. Supports USDA APHIS preclearance operations, including planning and organization of inspection services and reporting on program outcomes across all programs. Incumbent provides support for office and program management and manages special projects as assigned.

- Work Schedule: Full-time - The work schedule for this position is: 40 hours per week, from Monday to Friday.
